滋賀県とアメリカ・ミシガン州は、「湖」の縁から1968年に姉妹協定を結び、互いに使節団を派遣する等、友好親善交流を続けてきました。
コロナ禍で昨年の使節団派遣が中止になるなど、十分な交流事業が開催できない中、ミシガン州よりメッセージ動画が送られてきました。
